The history of the European Higher Education Area (EHEA) is one of the extraordinary changes that happened in 1999 in the form of the Bologna Declaration. Following that, the next two decades of preparation for the EHEA saw dramatic changes in higher and secondary education degree systems, quality assurance, and internationalization.
Ukraine became a full member of EHEA in 2005 and made several structural reforms in its education system since then to implement the Bologna principles for future generations. There are five key areas that were identified by the Govt. of Ukraine to carry out the reforms holistically and achieve transformative and sustainable developments in the higher education system of Ukraine. They are:
- Autonomy of the Universities
- Quality assurance of teaching & education (Quality of education)
- Streamlining the admission process
- Academic integrity
- Development of new funding models for the universities
Support from the World Bank
The World Bank has come forward to support the Ukrainian government’s efforts to improve the country’s higher education system’s efficiency, quality, and transparency. The World Bank-funded project, “Ukraine Improving Higher Education for Results” will aim to improve the quality of higher education and its relevance to labour market needs, as well as promote learning resilience and continuity in the face of the COVID-19 pandemic.
The project will fund investments in higher educational institutions’ (HEIs) modernization of teaching and research facilities, as well as their digital learning infrastructure, in order to ensure learning continuity through remote learning modalities and to support long-term resilience and change management.
It will also fund the building of advanced teaching and research laboratories, and learning support facilities, as well as the development of new digital infrastructure for remote learning in Ukrainian universities.
Another goal of this project is to promote transparency in Ukraine’s education sector by modernising the Higher Education Management Information System and establishing a National Student Survey and a unified information system on competitive research funding for higher Ukrainian education institutions.
The Ministry of Education and Science (MOES) of Ukraine will implement the Ukraine Improving Higher Education for Results Project during a five-year period. The MOES will be in charge of overall project coordination and implementation progress monitoring.
More reforms
Many other things can be mentioned in addition to the changes aimed at structural transformation of higher education, such as university mergers, active international cooperation (the main achievement here was joining the Horizon 2020 EU Program), and facilitating communication with students (primarily with the goal of promoting the idea of expanding their options regarding choice of higher education).
All of these processes attempt to gradually revolutionise higher education by introducing new ideas and techniques, as well as producing new meanings and answers. Clearly, it would be preferable if these adjustments were more visible. However, because the assignment is so wide at first, no immediate results can be expected. I believe that rather than training for a sprint, everyone should prepare for a marathon in the modern societies.
